Updated 8 August 2026. This guide shows UAE importers how to scope a shipment of Vietnam-origin cashew kernels under CIF Jebel Ali Port, Dubai, UAE, Incoterms® 2020. It covers WW160, WW180, WW240, WW320 and Le Duong’s A180 unpeeled salt-roasted product.
CIF includes cost, insurance and freight to the named destination port, but it is still a shipment term. The seller delivers and risk transfers when the goods are on board the vessel at origin; risk does not wait until the container arrives at Jebel Ali. The buyer handles UAE import clearance and should verify that the seller-procured insurance is suitable for the actual cargo risk.
CIF Jebel Ali: cost, delivery and risk
| Item | Seller under CIF | Buyer under CIF |
|---|---|---|
| Export formalities | Arranges export clearance | Provides required assistance or information |
| Delivery and risk | Delivers when goods are on board at the port of shipment | Bears risk after that delivery point |
| Main carriage | Contracts and pays freight to Jebel Ali Port | Receives cargo and coordinates destination formalities |
| Cargo insurance | Procures the cover required by CIF or broader cover agreed in the contract | Checks adequacy, exclusions, insured value and claim rights |
| UAE import clearance | Supplies agreed shipment documents | Handles registration, import declarations, inspections, duties and taxes |
| Destination charges | Only charges included in the seller’s carriage contract | Plans charges not included in that contract |
Use the full expression in every commercial document: “CIF Jebel Ali Port, Dubai, UAE, Incoterms® 2020.” A destination named after CIF is not the place where risk transfers.
CIF insurance: minimum cover may not be enough
ICC guidance explains that CIF’s default cargo insurance is the lower, minimum level associated with Institute Cargo Clauses (C) or similar cover. Parties can agree a broader level. For packaged cashew kernels, the buyer should not assume that the word “insurance” covers every realistic loss.
Before signing, confirm:
- policy or certificate wording and governing conditions;
- insured value and currency;
- start and end points of cover;
- named insured, beneficiary or party entitled to claim;
- deductible and exclusions;
- moisture, water ingress, contamination and shortage treatment;
- war and strike extensions when relevant; and
- claim notice, survey and evidence requirements.
If the physical handover occurs at a container terminal before vessel loading or the route is multimodal, ask the forwarder and contract adviser whether CIP better matches the operation. CIF is designed for sea or inland-waterway port-to-port trade.
Select the product before quoting freight
| Product | Typical use | Contract checks |
|---|---|---|
| WW160 | Extra-large premium retail and gifting | Count basis, colour, defects, whole-kernel tolerance and availability |
| WW180 | Large premium whole-kernel packs | Count, uniformity, approved sample and packing presentation |
| WW240 | Premium retail, roasting and hospitality | Roast application, specification, pack and volume |
| WW320 | Retail, roasting, food service and ingredients | Count, moisture, broken kernels, defects and shipment programme |
| A180 | Le Duong unpeeled salt-roasted commercial product | Separate recipe, testa, salt, oil, flavour, allergen, label and shelf-life specification |
A180 is not an AFI white-whole grade and should not be described as interchangeable with WW180. Every order needs a signed specification and, where useful, an approved sample. Review the product range and market specification guide.

Mainland Dubai, JAFZA or re-export?
The import route changes the required licence, food-control request and customs procedure. A consignment released for sale in Dubai’s local market is not the same as a free-zone movement or re-export programme.
Dubai Municipality lists services to register and assess a food item and to release imported food consignments for sale in the local market. Dubai Trade’s food-import service also states that a valid JAFZA licence is relevant for its Jebel Ali Free Zone route. The importer should identify the final customs procedure before the supplier prints labels or issues documents.
| Route question | Why the supplier needs the answer |
|---|---|
| Local-market release or free-zone entry? | Changes importer eligibility, food-control workflow and customs declaration |
| Sale in Dubai or re-export? | Changes label, registration and document handling |
| Bulk repacking or finished retail pack? | Changes food item, artwork and packing requirements |
| Single importer or consignee/notify structure? | Changes bill-of-lading and document wording |
| Direct call or transshipment? | Changes schedule, risk review and document timing |
Food registration and label approval
Dubai Municipality’s Food Safety Department controls imported food through registration, document review, inspection and, when required, laboratory analysis. The importer should complete the applicable food-item and label assessment before shipment rather than relying on a label used in another GCC country.
A print-ready specification and artwork package should address, as applicable:
- product name and commercial grade;
- ingredients, including salt, oil and seasoning for A180;
- allergen declaration for cashew and any other ingredient;
- net weight in metric units;
- country of origin;
- manufacturer and UAE importer details;
- production and expiry or best-before dates;
- lot or batch code;
- storage instructions;
- nutrition information for the intended format; and
- Arabic wording and placement approved by the importer.
The current artwork—not a generic translation—should be approved in writing. Product registration, importer licence and label approval are buyer-side clearance steps, although the supplier provides the technical source material.
Halal: confirm by ingredients and route
Dubai’s published Food Code requires Halal certificates for meat and poultry products and foods containing specified animal-origin ingredients. Plain cashew kernels are plant-based, so do not advertise a shipment as formally Halal-certified unless a valid certificate covers the product and facility and the buyer requires it.
For seasoned A180, review the oil, flavour, processing aids and every compound ingredient. If the UAE importer or sales channel requires a Halal certificate, agree the accepted certification body, product scope and timing before production.

Dubai Customs’ 2025 Service Guide should be checked alongside current Dubai Municipality and Dubai Trade instructions. The importer or broker remains the final source for the shipment-specific declaration and document set.
How to compare a CIF Jebel Ali quotation
| Field | Adequate quotation detail |
|---|---|
| Product | Grade against attached specification and approved sample |
| Quantity | Metric tonnes, tolerance and shipment allocation |
| Packing | Inner pack, net weight, cartons, pallet/floor load and label status |
| Price | US$/kg, CIF Jebel Ali Port, Dubai, UAE, Incoterms® 2020 |
| Freight | Carrier/route assumption, validity and surcharge treatment |
| Insurance | Clause/coverage level, insured amount, deductible and certificate |
| Shipment | Loading window and booking conditions |
| Documents | Included core set plus priced conditional tests/certificates |
| Payment | Method, timing, document conditions and bank charges |
| Validity | Exact expiry date, time and time zone |
Compare like with like. A lower CIF price may use narrower insurance, a different pack, shorter validity, excluded testing or a freight assumption that cannot be held through the requested shipment window.
Destination charges, free time and release
CIF does not prepay every Jebel Ali cost. The buyer should request a written destination estimate for the specific carrier, bill of lading, container type and customs route. Potential items include delivery order, terminal handling, documentation, inspection, storage, demurrage, detention and inland transport, depending on the applicable contracts and tariffs.
DP World’s published tariff and the carrier’s destination tariff can change. Record the free-time allowance, start event and per-day escalation before booking. Assign responsibility for delays caused by document discrepancies, originals, food-control holds, buyer instructions or late payment.
Pre-shipment workflow
- Buyer identifies local-market, free-zone or re-export route and confirms importer licence.
- Parties agree product, specification, quantity, packing and target shipment.
- Importer completes applicable food item and label review.
- Broker issues the customs, food-control and document checklist.
- Supplier issues final CIF quotation with freight and insurance assumptions.
- Parties approve contract, artwork, tests and document wording.
- Supplier confirms production and carrier booking.
- Draft invoice, packing list, origin certificate, insurance and bill-of-lading instructions are reconciled before final issue.
Frequently asked questions
Does CIF mean the seller bears risk until Jebel Ali?
No. Under CIF, risk transfers when the goods are on board the vessel at origin, even though the seller pays freight and procures insurance to the named destination port.
Does CIF automatically provide broad “all risks” insurance?
No. ICC guidance describes minimum Clause C or similar cover as the CIF default. Buyers should specify broader cover when needed and review exclusions and claim rights.
Must the food and label be registered before shipment?
The applicable Dubai food-control workflow depends on the import route, but registration and label assessment should be resolved before printing and shipping. The UAE importer should confirm the required service and status.
Is a Halal certificate automatically required for plain cashew kernels?
Do not assume it is. Plain cashews are plant-based. Requirements can change by ingredient, product claim, importer and sales channel; verify the actual product and current authority instructions.
Are phytosanitary, fumigation and aflatoxin reports always mandatory?
No universal answer should be written into a generic guide. The importer and broker must confirm the current requirements for the HS classification, processing state, packing and customs route.
